国家发展改革委1月24日发布《“十四五”现代流通体系建设规划》（以下简称《规划》）。《规划》围绕深化现代流通市场化改革、完善现代商贸流通体系、加快发展现代物流体系等6大领域提出任务举措。

The National Development and Reform Commission on January 24 unveiled plans for a modern distribution system over the 14th Five-Year Plan period (2021-2025). The plan outlines key tasks in six areas, including deepening market reform for modern distribution, perfecting the modern commercial distribution system, and accelerating the development of a modern logistics system.

【知识点】

建设现代流通体系是构建以国内大循环为主体、国内国际双循环相互促进的新发展格局的一项重要战略任务。《规划》是我国流通领域第一份系统性五年规划，对“十四五”时期现代商贸流通体系、现代物流体系建设等作出全面部署。《规划》提出，到2025年，现代流通体系加快建设，商品和资源要素流动更加顺畅，商贸、物流设施更加完善，流通成本持续下降、效率明显提高。

目前，我国流通体系现代化程度仍然不高，仍有许多薄弱环节。聚焦补齐现代流通体系短板，《规划》提出，加快形成现代流通统一大市场，发展现代商贸流通和现代物流两大体系。其中，在完善现代商贸流通体系方面，《规划》提出，健全现代商贸流通网络，完善商品交易市场网络。鼓励商品交易市场与实体商业、电商平台加强渠道对接。推动商贸流通业态转型升级，引导电子商务发掘消费新场景。

【重要讲话】

在完善公平竞争制度、加强产权和知识产权保护、激发市场主体活力、推动产业链供应链优化升级、建设现代流通体系、建设全国统一大市场等方面推出更有针对性的改革举措来。

More targeted measures will be introduced to improve a fair competition system, strengthen the protection of property rights and intellectual property rights, unleash the vitality of market entities, promote the upgrade of industrial and supply chains, establish a modern logistics system and build a unified national market.

要统筹推进现代流通体系硬件和软件建设，发展流通新技术新业态新模式，完善流通领域制度规范和标准，培育壮大具有国际竞争力的现代物流企业，为构建以国内大循环为主体、国内国际双循环相互促进的新发展格局提供有力支撑。

We should make coordinated efforts to advance the building of hard and soft infrastructures for modern logistics system, develop new logistics technologies and business forms, improve industry regulations and standards, and nurture modern logistics companies with global competitiveness, so as to provide strong support for the new development pattern in which domestic and foreign markets boost each other, with the domestic market as the mainstay.
